Commissioner James Gordon

Commissioner Gordon.jpg
James Gordon is the current Commissioner of the GCPD. After serving in the military he came to Gotham as a gruff but idealistic young detective, but quickly became disillusioned with the corruption at the GCPD, and made it his life's mission to root it out. He is mild-mannered but stern, and while he adheres to the rules and his principles as much as is possible, he understands that sometimes Gotham requires special exceptions, such as his controversial tolerance of vigilantism in the city. His unwillingness to compromise has made him a staunch and trusted ally of the Batman, but he is not entirely comfortable with the abundance of Outsiders who have begun operating in the city of late, even though he understands that the GCPD and Gotham needs their aid.

Commissioner Gordon has a wife and two children. He is also the legal guardian of his niece, Barbara Gordon.

Commissioner Gordon is based on Gary Oldman's portrayal of the character in the Dark Knight trilogy.

Detectives Gage & Alvarez

Gage & Alvarez.jpg
Nicholas Gage is a detective with the Major Crimes Unit, specialising in crimes and incidents with "vigilante involvement". For the most part he appreciates the efforts of Gotham's vigilantes, and feels that most of them set out with the best of intentions, but is uncomfortable with the way they act outside the law and wishes there were an alternative solution to Gotham's crime that didn't involve relying on outlaws.

Carlos Alvarez is an ex-special forces soldier, and Detective Gage's partner. He tends to be the more harsh and confrontational of the two, and is not overly fond of vigilantes in general, though he does grudgingly tolerate those who "play nice" with the GCPD and make the effort to not inconvenience the police too badly. He tends to have more respect for the Batman and those closely associated with him than he does for the Outsiders.

In the comics, Nicholas Gage is an ally of Oracle. Carlos Alvarez appears in The Losers, the New 52, and on Gotham. Based on Ryan & Esposito from the TV series Castle.

Captain Jerry Hennelly

Jerry Hennelly is the commander of the GCPD's Quick Response Team (ie. SWAT).

Queen Consolidated

Walter Steele

Walter Steele.jpg
Walter Steele is the Chief Financial Officer (CFO) of Queen Consolidated. He is one of the only executives and members of the board for Queen Consolidated who does not have any affiliation with (or knowledge of) Checkmate, and as such is one of the few people at Queen Consolidated that Oliver Queen can trust.

While he has not worked for Queen Consolidated long enough to have known Robert Queen, Walter was part of the company before Oliver's presumed death at sea. As part of Oliver being "prepared" to inherit the company, he spent a summer working as an intern in the Accounting department, with Walter as his supervisor and mentor. He always had high hopes for Oliver, and has spent the years since Oliver's return from his island exile trying to convince Oliver to step up and play a part in controlling his family's legacy by rejoining the company: something that Oliver has finally done.

Walter Steele is based on Colin Salmon's portrayal of the character in the TV series Arrow.

Villains & Criminals

Organised Crime

The Cosa Nostra (Sicilian Mafia) in Gotham has been led by various individuals including Franco Bertinelli, and includes the Cassamento, Inzerillo, Sabatino, and Galante families. The crime families of Carmine Falcone and Sal Maroni have variously been allies and enemies of the Cosa Nostra, each controlling different regions of Gotham. The Sullivan and Riley families are the main Irish gangs, while the Odessa Mob is Gotham's chapter of the Russian Bratva. The Triad and Yakuza are also known to have gangs and agents operating in Gotham. The Penguin is one of Gotham's most notorious crime bosses and arms dealers, though he is always careful to avoid anything that would incriminate him personally.

False Face Society

Criminals loyal to Black Mask. They are competitors to the various mob families, and wear an assortment of different masks to hide their identities and intimidate their victims.

Rainbow Raiders

Rainbow Raiders.jpg
The Rainbow Raiders are a gang of metahumans, originating in Central City. After numerous run-ins with the Flash and Kid Flash however, the Raiders have moved to Gotham, hoping to try their luck in a city whose resident vigilante isn't quite so super.

The group does not appear to have any set or formal membership: it consists of a varying number of metahumans dressed in colourful outfits, with the gangs members - and thus their powers - varying from heist to heist. In what is perhaps an allusion to Quentin Tarantino, the Raiders refer to each other by their colour, sometimes with the addition of an honorific: Red, Mr Blue, and so on.

In the comics, the Rainbow Raiders are a very minor/obscure group of villains. Feel free to use them every time you need criminals with powers.

Red Hood Gang

Red Hood Gang.jpg
The Red Hood is an identity that has been adopted by several criminals in Gotham over the years, to provide them with anonymity and to interfere with GCPD investigations by making it unclear which crimes were committed by which individuals. One of the earliest Red Hoods was the man who became the Joker, who was in that guise during the accident that transformed him into the Clown Prince of Crime. More recently, Batman's former sidekick Jason Todd adopted the name - as a reference to the Joker, who had tortured him for several years - to infiltrate and take control of Gotham's criminal underworld, with the intention of tearing it down from the inside.

The Red Hood could be anyone: a lowlife on the street with a red balaclava, a mafia hitman looking for anonymity, an enthusiastic Joker fanboy looking to emulate their idol, or even an aspiring new supervillain looking to borrow the Red Hood's mystique and make it their own.

Though Jason Todd is the best known Red Hood in comics, he does not use that name any more in our setting.

Royal Flush Gang

Royal Flush Gang.jpg
The Royal Flush Gang is a group of criminals that has existed in Gotham since the Golden Age. The original gang styled and costumed themselves after the playing cards of a royal flush, but subsequent iterations have varied from high-tech costumes to petty criminals wearing nothing but decorated masks. The Royal Flush Gang has no fixed membership: as criminals are arrested and convicted, new ones are recruited to take their place. Depending on the needs of a particular crime or heist, the Gang can vary from just a handful of members to a dozen or more, with extra playing cards and suits thrown in for good measure.

There is speculation among the GCPD that the Joker may have at one time been a member of the Royal Flush Gang. At various points, a version of the Gang has been brought together by the Joker to enact a particular plan or scheme.

In the comics, the Royal Flush Gang has had dozens of members, and has been everything from petty criminals to superpowered immortals to a nation-wide crime syndicate.

The Crows

Thecrows.jpg
The Crows are a small time gang in the Narrows. They haven't dropped any bodies (yet), and they are basically glorified drug dealers. As such, they are very low on the priority list for the GCPD. They wear crow masks, because if you're a criminal gang in Gotham City that's just what you do.

According to Barbara Gordon's investigations as Oracle, the Crows have been found using unusually expensive/new tech from Queen Consolidated.

The Crows do not exist in DC canon and have been created for this setting.
